This session will take place ahead of the EBN Carbon Storage Dialogues event ‘Progress through Persistence’.

As Carbon Capture and Storage (CCS) projects move closer to final investment decisions, reliable CO₂ transport and storage infrastructure is becoming a critical enabling factor. Across Europe, CO₂ transport networks and storage projects are advancing.

However, operational disruption risks in CO₂ networks remain a major challenge, potentially leaving emitters exposed to EU ETS costs despite having capture infrastructure in place. As projects move into financing and construction phases, de-risking mechanisms for first-of-a-kind projects and a better understanding of risk allocation across the value chain are essential to unlock investment.

This session will explore these challenges and discuss how a European Guarantee Mechanism for early-mover projects could help support reliable CO₂ networks and accelerate CCS deployment across Europe.

In this session, speakers and participants will: 

  • Assess and outline the types of risks from operational disruption of CO₂ networks
  • Share practical insights from financiers on how these risks have been mitigated in projects which have taken investment decisions
  • Outline the key principles for a European Guarantee Mechanism that supports early-mover projects
  • Share insights from European project developers on their approaches to operational risks and how a Guarantee Mechanism at the EU level could help to cover some of these
  • Discuss bankability considerations from the perspective of financiers and investors
  • Foster dialogue among developers, financial institutions, and other project stakeholders
