The EU Emissions Trading System (EU ETS) review proposal sets out a potential pathway for integrating permanent carbon dioxide removals (CDR) into the EU ETS. Between 2031 and 2040, the Commission would auction up to 250 million additional allowances and use the revenue to procure an equivalent volume of CRCF-certified domestic permanent removals, initially limited to DACCS and BioCCS, with a further 10 million allowances held in reserve if proceeds fall short.
It is the strongest demand signal Europe has put forward for these sectors. But key questions remain:
- Does the current proposal support the scale-up of permanent CDR in Europe, and where does it fall short?
- What happens if allowance revenues cannot procure the targeted tonnes, or if those tonnes are not delivered?
- Beyond the legal text, what does the sector need in terms of infrastructure, financing and bankable offtake?
As part of the Women in Carbon series, this session brings together women working on carbon policy and carbon markets. Participants will examine this part of the review, share expertise and grow a women-led community in the field.
