Andrew Cavanagh

Co-Chair, Policy Working Group

Andrew Cavanagh is a Research Advisor, Scottish Carbon Capture & Storage (SCCS) at the University of Edinburgh. He is a Co-Chair of Carbon Management Europe’s Policy Working Group and a member of its Advisory Council, where he actively shapes storage policy positions and net-zero planning frameworks essential to carbon management.

Andrew is a geoscientist with deep expertise in geological carbon storage, specialising in basin modelling and reservoir simulation, capacity estimation, plume mapping, site selection, well placement, containment assurance, and pressure management. His technical work spans the full spectrum of subsurface behaviour, from near-field reservoir dynamics to far-field pressure responses, underpinned by history matching and conformance analysis.

This foundation in storage site simulation has informed regional assessments of carbon dioxide storage resources across Europe and Asia, translating geological potential into credible, policy-relevant reserve estimates. His expertise in resource-to-reserve workflows has positioned him as a trusted voice in evaluating project readiness, providing independent technical reviews across exploration, appraisal, and development. His current role as a Research Advisor for SCCS at the University of Edinburgh reflects his experience and contributions to the field.
