CO2SITE Storage Horizon Europe Net-Zero Industry Act CCS Directive Funding period: 01/05/2026 - 01/05/2029

CO2SITE will create an open-access EU atlas of investable CO₂ storage sites, helping project developers assess site attractiveness and support site screening and portfolio research.

The Investable Storage Atlas and the reports produced during the project will provide a source of information for regional and national governments to assess the feasibility of developing CO₂ storage locations or clusters, thus creating the basis for decision-making at a policy level and providing storage regulators with knowledge to target future licensing.

The Atlas will contain an elaborate database of potential CO₂ storage sites, a comprehensive risk assessment of individual sites, as well as dedicated tooling to interrogate, assess and rank the data according to user-defined preferences. A large-scale data collation operation will be undertaken in Member States with a broad geographic coverage across the EU and the EEA, where data publication from the Net Zero Industry Act (NZIA) obligations will be incorporated into the database and the Atlas.

CO2SITE builds on 20 years of expertise, including the ongoing GSEU project, which will deliver the current EU/EEA CO₂ storage database in a Geographic Information Systems (GIS) environment. In addition to technical and quantitative data collection, CO2SITE will include qualitative risk and opportunity indicators such as available infrastructure, regulatory hurdles, funding mechanisms, information on legacy wells, and cross-border transportation barriers.

The Investable Storage Atlas will include functionalities to estimate dynamic capacity estimates and perform a site-specific and fit-for-purpose techno-economic assessment of potential storage sites. Regional studies will be performed to support the development of CCS clusters.
